SOLUTION:

OPTION 1: Download a fresh copy of ptalis.dat and paste it in PTOFolder.
Download here: www .media fire .com/?7xqv4qcx5dsfe6q (remove spaces in the link sorry coz direct link is not allowed)

OPTION 2: Run the PTO Launcher as ADMIN!

OPTION 3: Go to PTO Folder And Run the Game.exe (as ADMIN OPTIONAL)
By clicking the game.exe you can now Play Pinoy Talisman Online!.
